PRE-LISTING APPRAISAL
If you're working with a real estate agent to list your property, more than likely they'll provide you with a Comparative Market Analysis (CMA) that lists selected sales in your area as one of the first steps in determining what to set as the "Listing Price". Bellingham WA Drivers Beware, I-5 Construction April May 08'
According to WSDOT, drivers in Bellingham, WA can expect many delays on the I-5 corridor April/ May 2008
according to the published article approximately 80,000 drivers use I-5 every day through Bellingham.
The first weekend-long closure is scheduled for April 11 through April 14. I-5 will be reduced to one lane in each direction for three miles. Lanes will close at 10 p.m. Friday and reopen at 6 a.m. Monday.

Faster Appraisals, Online Ordering & Some Helpful Hints.
If you worked with appraisers ten years ago, you know how much technology has changed since then. What you might not realize is that there have been many developments in technology and e-commerce that have improved turnaround times on appraisal assignments. We're taking advantage of them. Are you taking advantage of every opportunity you have to speed up the process? Here are some suggestions.
1. Are you ordering appraisals online? With online ordering, you can recieve automatic e-mail acknowledgements that the assignment was received, and fast, secure .PDF format report delivery. It's the single biggest time saver available to both of us! We don't have to retype information from a fax, and you don't have to wonder whether we received the order.
2. Are you providing complete and accurate information about the subject property? There's nothing like being one number off on the street address to add unnecessary time to an appraisal assignment. And if you have a tax parcel number, plat map number, subdivision name or anything else that uniquely identifies the property
3. Are you letting us know up front any details about the property that might make it unique? . What takes time is analyzing how unique features contribute to or detract from what otherwise would be a property's market value. Let us know up front when you order your report if there are unique features of the home or surrounding area — for example, it's had a recent addition put on, it's subject to zoning restrictions, it's prone to flooding.
4. Are you making the occupants of the home aware of what to expect? One of the most time consuming parts of the appraisal process is setting an appointment with the occupants of the home. Some homeowners are understandably uncomfortable with the fact a stranger wants to come in their house and look around and make notes. Some think they have to make the place spotless before the appraiser comes by, thinking that will make the house appraise higher. So they put off the appointment until they can get around to cleaning. Encourage them to call us if they want to familiarize themselves with our staff and services. And tell them it's in their interest to set the appointment as quickly as possible!

Interesting Video on Mortgage Guidelines & How They Affect Everyone.

Merrick passes Washington Certified Residential Appraiser exam
Chantale Merrick of Bennett Appraisals passed the Washington Certified Residential Real Estate Appraiser Exam. She had to complete over 2500 hours of on-site appraisal experience and 200 hours of appraisal education before she was permitted to take the rigorous examination. A state certified residential appraiser can appraise one to four residential unit properties without regard to value or complexity.

Green Building & Valuation
There has been very little information and or training in the field of "Green Home" valuation and things are starting to change! In Vancouver BC this year an international conference was held on building sustainablity and its effect on valuation. While this pertains primarily to commercial buildings it would hard to imagine that this movement would not funnel down to all aspect of building including residential.

Via the City of Bellingham's wonderful (new edition) website; the Whatcom museum of History & Art has put out a four page pdf on how to research the history of your historic home. It shows you where to look to get the pertinent information and it mentions some of the publications that may be handy to your Bellingham specific search ex. R. L. Point Roberts, WA Unique In Its Isolation & Beauty
Point Roberts, Whatcom County WA, is an approximately 5-square-mile area located twenty miles south of Vancouver, British Columbia. What makes it unique is that it shares an international border with Tsawwassen, a southern suburb of Vancouver BC. The geographic isolation of Point Roberts from the rest of the United States is the result of a 19th century boundary dispute between the United States and Great Britain. The dispute was finally resolved with a 1846 Treaty, which established the 49th parallel as the international boundary on the western North American mainland. To reach Point Roberts by land from the main body of Washington State first requires driving twenty-three miles from Blaine, Washington across southwestern British Columbia. What exactly is a 100 Year Floodplain?
100-year floodplain - Is another term for a Special Flood Hazard Area, referring to any area that has at least a one percent annual chance of flooding. The term 100-year flood is misleading. It is not the flood that will occur once every 100 years. Rather, it is the flood that has a one percent chance of being equaled or exceeded each year. Thus, the 100-year flood could occur more than once in a relatively short period of time. Because this term is misleading, FEMA has properly defined it as the one percent annual chance flood. This one percent annual chance flood is now the standard used by most Federal and State agencies and by the National Flood Insurance Program. This term signifies that a structure located with the one percent annual chance floodplain delineated on the flood map has a 26 percent chance of suffering a flood during the term of a typical 30-year mortgage.On FEMA's Flood Insurance Rate Maps (FIRMs), these areas are darkly shaded and labeled with zone designations that begin with "A" or "V."

The Port is planning to convert Georgia-Pacific's industrial wastewater treatment lagoon into a new marina that includes nearly a mile of new public trails around the breakwater and innovative, salmon-friendly features such as a fish passageway through breakwater opposite the marina entrance. The Port is also planning to put in visitor boating docks along the Whatcom Waterway to help boaters better connect with downtown and the New Whatcom redevelopment area".

A certificate label attached to the home, or
A label verification letter. Obtain a label verification letter by visiting the website of the HUD approved contractor, the Institute for Building Technology and Safety (IBTS) A Title II loan requires all of the following:
A certificate label or label verification letter.
The placement of the home on a permanent foundation that complies with the Permanent Foundations Guide for Manufactured Housing (PFGMH).
A certification from a licensed professional engineer verifying compliance with the PFGMH.
The most common permanent foundation errors delaying the approval of an FHA-insured loan for a manufactured home are:
The foundation footings that are not set below the frost line
Dry-stacked piers are used instead of required piers with mortared head and bed joints
The use of ground anchors - because FHA doesn't accept these as a permanent attachment
Any permanent foundation lacking an engineer's certification, even if it complies with all other elements
Vinyl skirting used as an enclosure that doesn't meet ALL of the following FHA requirements:

Land Division: What Is A Short Plat?
Sometimes dividing a property in Whatcom County WA can be tricky.
A Short Plat is a division of land into 4 or fewer lots and by state law anyone wanting to divide a property for purpose of tranfer, sale or lease must obtain approval from Whatcom county or the City of Bellingham (whoever has jurisdiction over the land).
Certain criteria must be met before a short plat can be approved
1. There needs to be an adequate source of water for each lot.
2. There must be legal/ safe vehicular access available to each lot.
3. Building sites must be outside of shoreline, streams and wetland buffers.
4. Zoning: Lot sizes must be legally permissable
5. Lot of Record Status.
6. Are there critical areas, geological hazards, flood zones?
7. A survey depicting the new lots, their accesses, etc. etc.
8. Time, money and patience!

Computer Says What? The Limitations of Automated Valuation Models
Lenders and brokers using Automated Valuation Models (AVMs) and homeowners using "free online home values" to determine the value of a property need to know some of the major limitations of those models AVMs have three principal limitations:
First, they are dependent upon the accuracy, comprehensiveness, and timeliness of the data they use. Data issues can include incomplete public records, non arms-length transaction records, insufficient sales of properties with comparable features within a specified geographic area, and a lag between the time when the market data are current and the AVM uses the data to generate an estimate of value.
Second, AVMs cannot be used to determine the physical condition and relative marketability of a property.
Third, AVMs can never fully incorporate the breadth of knowledge and judgment of a skilled appraiser

The Homeowner Summit in Washington DC

Another Coastal City's Plan For Renovation; Big Plans for Everett's Waterfront

What are (EEMs) Energy Efficient Mortgages?
In a time of escalating fuel and energy costs and an increase in energy efficient building practices, materials and appliances-- we wonder if this type of loan program may gain popularity? Here is some infomation we gathered on this interesting and rarely mentioned program:
What is an EEM?
When you are buying, selling, refinancing, or remodeling your home, you can increase your comfort and actually save money by using the Energy Efficient Mortgage (EEM). It is easy to use, federally recognized, and can be applied to most home mortgages. EEMs provide the borrower with special benefits when purchasing a home that is energy efficient, or can be made efficient through the installation of energy-saving improvements. EEMs make it easier for borrowers to qualify for loans to purchase/ refinance homes with specific energy-efficiency improvements.
Conventional EEMs
Conventional EEMs can be offered by lenders who sell their loans to Fannie Mae and Freddie Mac. Conventional EEMs increase the purchasing power of buying an energy efficient home by allowing the lender to increase the borrower's income by a dollar amount equal to the estimated energy savings. The Fannie Mae loan also adjusts the value of the home to reflect the value of the energy efficiency measures.
FHA EEMs
FHA EEMs allow lenders to add 100 percent of the additional cost of cost-effective energy efficiency improvements to an already approved mortgage loan (as long as the additional costs do not exceed $4000 or 5 percent of the value of the home, up to a maximum of $8000, whichever is greater). No additional down payment is required, and the FHA loan limits won't interfere with the process of obtaining the EEM.
VA EEMs
The Veteran's Administration (VA) EEM is available to qualified military personnel, reservists and veterans for energy improvements when purchasing an existing primary home. The VA EEM caps energy improvements at $3,000-$6,000.

What is an EEM?
When you are buying, selling, refinancing, or remodeling your home, you can increase your comfort and actually save money by using the Energy Efficient Mortgage (EEM). It is easy to use, federally recognized, and can be applied to most home mortgages. EEMs provide the borrower with special benefits when purchasing a home that is energy efficient, or can be made efficient through the installation of energy-saving improvements. EEMs make it easier for borrowers to qualify for loans to purchase/ refinance homes with specific energy-efficiency improvements.
Conventional EEMs
Conventional EEMs can be offered by lenders who sell their loans to Fannie Mae and Freddie Mac. Conventional EEMs increase the purchasing power of buying an energy efficient home by allowing the lender to increase the borrower's income by a dollar amount equal to the estimated energy savings. The Fannie Mae loan also adjusts the value of the home to reflect the value of the energy efficiency measures.
FHA EEMs
FHA EEMs allow lenders to add 100 percent of the additional cost of cost-effective energy efficiency improvements to an already approved mortgage loan (as long as the additional costs do not exceed $4000 or 5 percent of the value of the home, up to a maximum of $8000, whichever is greater). No additional down payment is required, and the FHA loan limits won't interfere with the process of obtaining the EEM.
VA EEMs
The Veteran's Administration (VA) EEM is available to qualified military personnel, reservists and veterans for energy improvements when purchasing an existing primary home. The VA EEM caps energy improvements at $3,000-$6,000.

Based on a survey of National Association of Home Builders conducted last year by between 40% and 50% of the homes built in 2010 are expected to be green, containing at least three of five green building elements. That represents a major upsurge of activity in the green market.
Last year, according to McGraw-Hill estimates, an estimated 2% - or $7.4 billion - of the residential construction market was green.
There is an enormous market for sustainable, environmentally friendly and recycled building products, along with the greater availability of educational opportunities for builders, has accelerated green building's acceptance rate. By the end of 2007, more than half of National Association of Home Builder's members, who build more than 80 percent of the homes in this country, will be incorporating green practices into the development, design and construction of new homes.

What To Expect During an Appraisal Inspection
For homeowners, a real estate appraisal is the linchpin to buying or selling their home. It allows the property transactions to occur among the buyer, seller, real estate agent and mortgage lender.
Before an Appraiser arrives, there are a few things you should know. By law, an appraiser must be state licensed to perform appraisals prepared for federally related transactions. Also by law, you are entitled to receive a copy of the completed appraisal report from your lender.
To facilitate the appraisal process, it's beneficial to have these documents ready for the appraiser:
Written property agreements, such as a maintenance agreement for a shared driveway
Title policy that describes encroachments or easements
Most recent real estate tax bill and or legal description of the property
Home inspection reports, or other recent reports for termites, EIFS (synthetic stucco) wall systems, septic systems and wells
Brag sheet that lists major home improvements and upgrades, the date of their installation and their cost (for example, the addition of central air conditioning or roof repairs) and permit confirmation (if available)
A copy of the current listing agreement and broker's data sheet and Purchase Agreement if a sale is "pending".
Information on "Homeowners Associations" or condominium covenants and fees.
A list of "Proposed" improvements if the property is to be appraised "As Complete".
Once your appraiser has arrived, you do not need to accompany him or her along on the entire site inspection, but you should be available to answer questions about your property and be willing to point out any home improvements.
Here are some other suggestions:
Accessibility: Make sure that all areas of the home are accessible, especially to the attic and crawl space
Housekeeping: Appraisers see hundreds of homes a year and will look past most clutter, but it is neccesary to see the floors, sinks, crawlspaces etc!!
Maintenance: Repair minor things like leaky faucets, siding, handrails, missing door handles and trim
FHA/VA Inspection Items: If your borrower is applying for an FHA/VA loan, be sure to ask your appraiser if there are specific things that should be done before they come. Some items they may recommend might be: Install smoke detectors on all levels (especially near bedrooms); install handrails on all stairways; remove peeling paint and repaint the effected area; provide inspection access to the attic and crawl spaces.

There is a new popular option for borrowers aged 62 and older; The (HECM) FHA insured reverse mortgage. This is an option for homeowners owners age 62 and older to convert the equity in their home into monthly streams of income and/or a line of credit to be repaid when they no longer occupy the home. Understanding the Approach to Value
ValueThere are three ways to determine the value of anything, and each plays a part in property appraisal. The most widely-used and accepted in residential practice is the sales comparison approach. This approach bases its opinion of value on what similar properties in the vicinity have sold for recently, with appropriate adjustments for time, acreage, living area, amenities and so on. It is these adjustments where the expertise of the professional appraiser becomes necessary -- no computer can tell you how much or little to mark up for a fireplace without knowing the neighborhood or even talking to Realtors and recent buyers in the area about how important that amenity is in that particular location.
Another approach is the cost approach. How much would a property cost to replace, that is, rebuild, minus "accrued depreciation," that is, depreciation that has occurred since the property actually was built? The cost approach includes concepts like "economic life" and "effective age" that are mostly of use in determining the value of special use properties, special purpose properties or properties where subsequent structural improvements greatly impact value.
The third approach to value is called the income approach. Some properties generate income for their owners -- the most obvious examples being rental properties such as apartment buildings, non owner-occupied houses and duplexes and the like. The rental income an owner might reasonably expect from a property is part of its value. For a purely owner-occupied residential property, this may not be applicable, but it can be important if the property is to be rented out or used otherwise to generate income, such as a storage facility, cell tower rental and office building.

A home purchase is the largest, single investment most people will ever make. Whether it's a primary residence, a second vacation home or an investment, the purchase of real property is a complex financial transaction that requires multiple parties to pull it all off.Most of the people involved are very familiar. The Realtor is the most common face of the transaction. The mortgage company provides the financial capital necessary to fund the transaction. The title company ensures that all aspects of the transaction are completed and that a clear title passes from the seller to the buyer.So who makes sure the value of the property is in line with the amount being paid? There are too many people exposed in the real estate process to let such a transaction proceed without ensuring that the value of the property is commensurate with the amount being paid.This is where the appraisal comes in. An appraisal is an unbiased estimate of what a buyer might expect to pay - or a seller receive - for a parcel of real estate, where both buyer and seller are informed parties. To be an informed party, most people turn to a licensed, certified, professional appraiser to provide them with the most accurate estimate of the true value of their property.The InspectionSo what goes into a real estate appraisal? It all starts with the inspection. An appraiser's duty is to inspect the property being appraised to ascertain the true status of that property. He or she must actually see features, such as the number of bedrooms, bathrooms, the location, and so on, to ensure that they really exist and are in the condition a reasonable buyer would expect them to be. The inspection often includes a sketch of the property, ensuring the proper square footage and conveying the layout of the property. Most importantly, the appraiser looks for any obvious features - or defects - that would affect the value of the house.Once the site has been inspected, an appraiser uses two or three approaches to determining the value of real property: a cost approach, a sales comparison and, in the case of a rental property, an income approach.Cost ApproachThe cost approach is the easiest to understand. The appraiser uses information on local building costs, labor rates and other factors to determine how much it would cost to construct a property similar to the one being appraised. This value often sets the upper limit on what a property would sell for. Why would you pay more for an existing property if you could spend less and build a brand new home instead? While there may be mitigating factors, such as location and amenities, these are usually not reflected in the cost approach.Sales ComparisonInstead, appraisers rely on the sales comparison approach to value these types of items. Appraisers get to know the neighborhoods in which they work. They understand the value of certain features to the residents of that area. They know the traffic patterns, the school zones, the busy throughways; and they use this information to determine which attributes of a property will make a difference in the value. Then, the appraiser researches recent sales in the vicinity and finds properties which are ''comparable'' to the subject being appraised. The sales prices of these properties are used as a basis to begin the sales comparison approach.Using knowledge of the value of certain items such as square footage, extra bathrooms, hardwood floors, fireplaces or view lots (just to name a few), the appraiser adjusts the comparable properties to more accurately portray the subject property. For example, if the comparable property has a fireplace and the subject does not, the appraiser may deduct the value of a fireplace from the sales price of the comparable home. If the subject property has an extra half-bathroom and the comparable does not, the appraiser might add a certain amount to the comparable property.In the case of income producing properties - rental houses for example - the appraiser may use a third approach to valuing the property. In this case, the amount of income the property produces is used to arrive at the current value of those revenues over the foreseeable future.ReconciliationCombining information from all approaches, the appraiser is then ready to stipulate an estimated market value for the subject property. It is important to note that while this amount is probably the best indication of what a property is worth, it may not be the final sales price. There are always mitigating factors such as seller motivation, urgency or ''bidding wars'' that may adjust the final price up or down. But the appraised value is often used as a guideline for lenders who don't want to loan a buyer more money than the property is actually worth. The bottom line is: an appraiser will help you get the most accurate property value, so you can make the most informed real estate decisions.

The Truth About Using Automated Valuation Models
Lenders and brokers using Automated Valuation Models (AVMs) and homeowners using "free online home values" to determine the value of a property need to know what those results aren't telling them.
1. Whether the house is really there. A computer can't so much as drive by a house to see if it's actually located where it's supposed to be, has four walls and a roof, and really is a four bedroom split level and not a one bedroom shack.
2. Whether unique features of a property might add to or detract from market value. So a computer returns an estimated value of $150,000. Did it account for the sewage treatment station next door? The railroad tracks nearby with trains that blow their whistles every night? The school district? The desirability of its tree-lined street versus the next street over?
3. How long ago the property was assessed. Many AVMs and free online services rely on public assessment records. In many states, for example, assessments may only be required every three years — the value may be nearly three years old in that case. Some states mandate that an assessed value not increase beyond a certain percentage, even if sales activity indicates the property has appreciated far more. When you use an AVM or free online service, you risk a lower value than reality.
4. What makes the comparables comparable. A computer might compare your subject property to another property with similar square footage sold three months ago a quarter of a mile away. Even if that "comparable" property is in a different, less desirable school district, fronts a four-lane, 55 M.P.H. street, and is flood-prone. Or even if the property was sold under duress, such as in a divorce situation, or not at arm's length, such as to a family member. A computer simply does not know all the adjustments that might need to be made to a "comparable" property's sales price.
5. Whether a market is declining. Automated valuations use data from recent, nearby sales. If those sales were completed at the peak of a local housing market, the computer will think the trend is going up. Even if a professional appraiser knows that the overall neighborhood is beginning to experience a downturn. As a lender, don't get stuck with a property that's been overvalued by a computer.
6. Whether there is a conflict of interest. Free online home values are often farmed out to real estate agents in your area, who use the service to get your listing when you decide to sell. The best way to do that is to impress you with their confidence that they can get a higher price for your property. If they tell you your property is "worth" the high end of what they believe they can sell it for, the theory goes, you're more likely to sign a listing agreement. With most things, it's best to "under promise and over deliver" — but the opposite is true when you use a free online home value service.
7. What qualifications, designations, experience and education the preparer of the value has. When you work with an appraiser, you can be confident we're highly qualified, ethical and prepared to complete your assignment professionally and with good judgment. Most of the time, you don't know the qualifications of whoever is behind those free online values, and they couldn't compare to an appraiser's if you did. And if you're relying on an automated valuation, you're cheating yourself out of an appraiser's education, experience and expertise.
